Honestly, I'm surprised it hasn't been shut down yet - reckon it suits the FSB to keep everyone on edge.
Hardly anyone bothers with /int/, not just because English isn't much use in Russia and only a few speak it properly, but because people there live in their own bubble: their own memes, their own slang, their own rich Dvach culture, on par with 4chan. They don't need any "international culture" for that
